Federal DST rules are fixed: start on the second Sunday in March, end on the first Sunday in November.
States and Territories Without DST
States without DST are Arizona (except the Navajo Nation) and Hawaii.
U.S. territories without DST are Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands (CNMI).
